Position Description

Job Summary:
Ensures all aspects of LIFESPAN facility operations provide a safe, functional, comfortable and clean environment to support all programs state-wide while maximizing the useful life and reliability of facility assets in a cost efficient manner. Coordinates assigned activities with other divisions, programs, departments and outside agencies; and provides responsible and complex organizational and financial support to program leadership.

Essential Duties and Responsibilities:

Manage LIFESPAN owned and leased properties, vendor contracts, vehicles, taxes, etc.

Manages preventive maintenance of facility equipment, not limited to but including vehicles, HVAC and office equipment.

Directs, manages and participates in the development and implementation of projects, services, and functional areas within the division.

Investigate root cause of damage/failures, or recurring issues and develop proper designs for remediation or repairs

Develop, implement, monitor and enforce policy and procedures pertaining to facilities and vendor services division.

Manage all demand, preventative and emergency maintenance for LIFESPAN, and ensure policies, regulations, etc. are properly followed.

Ensures that activities, projects, services, and operations of the facilities division are completed within the scope, schedule, and budget; and that all objectives are successfully met.

Evaluate vendor quotations using appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.

Develop, monitor and manage facility operating annual budgets including utility costs and consumption. Provides recommendations and forecasts for future funds needed for equipment, materials, vehicles, and supplies; reviews and approves division expenditures and ensures all service agreements are managed effectively.

Ensures operational readiness for transition of newly constructed or acquired facilities.

Procure, manage, monitor and control all maintenance and vendor service contracts. Negotiate vendor contracts and renewals; Facilitate the vendor cost savings program; Conduct quarterly vendor business reviews; Establish vendor quotes for contracts;

Research, select, and maintain suppliers who provide high quality products and services at a better price while maintaining the highest code of ethics and conduct for efficient and cost-effective operations of the organization.

Negotiate cost effective agreements with key suppliers & distributors that result in measurable total cost benefits. Negotiate other pricing that is not determined by contracted or indexed formulas.

Propose and develop improvements to the current purchasing system that will advance vendor relationships and lower the cost of doing business.

Travel to job sites as needed

Abide by, enforce and participate in the implementation and ongoing oversight of all LIFESPAN safety standards and regulations.

Supervisory Responsibilities:
This position supervises facilities and maintenance personnel.
